The only conflicts are with pedestrians, and there isn't enough pedestrian traffic to justify stopping Custer. Furthermore, it isn't even hard to cross Custer. Why cause everyone needless delay? Remove the stop signs.

There is very little cross-traffic, auto or pedestrian, on Greenleaf or Forest. Stop signs are costing the public time and money in terms of delay, fuel waste, and increase emissions with almost no benefit for cross-streets. Remove the unwarranted stop signs.

Bicycles are frequently locked to every parking meter and various street signs on Washington from Chicago to Custer. I recommend removing one on-street car parking space and installing approximately 20 on-street bike parking spaces. Something like this would be good:
